On February 15, 2019, the FCC released a Report and Order adopting rules to integrate Internet Protocol captioned telephone service (IP CTS) into the telecommunications relay service (TRS) user registration database. On March 20, 2019, the Consumer and Governmental Affairs Bureau of the FCC released a public notice announcing April 8, 2019 as the effective date of the Report and Order.
The February Report and Order was accompanied by a Further Notice of Proposed Rulemaking which proposes to:
• Require IP CTS providers to include user account identifiers in monthly call detail records submitted for compensation;
• Allow providers to offer service to new IP CTS users for up to two weeks, while their identities are verified; and
• Revise the FCC’s rules to simplify the handling of 911 calls placed by web and wireless based IP CTS users.
