FCC Acts to Improve Management of IP Captioned Telephone Service

On February 14, 2019, the FCC adopted a Report and Order, Further Notice of Proposed Rulemaking and Order on IP CTS, addressing matters not covered in the Commission’s June 2018 rulemaking document.

In order to improve program management and enhance its ability to prevent TRS Fund waste, fraud, and abuse, the FCC amended its rules to add IP CTS registration data to the TRS User Registration Database, a centralized system of user registration records currently used in the video relay service program.

In addition, to speed the processing of captioned 911 calls, the Commission proposes to simplify the rules for handling 911 calls placed by IP CTS users from mobile phones, tablets, and computers.
