The Interstate Telecommunications Relay Service (TRS) Fund is used to support communications service for persons who have hearing or speech disabilities or who are deaf-blind. On March 7, 2011, the Federal Communications Commission (FCC) awarded Rolka Loube Saltzer Associates, LLC (RLSA), now known as RolkaLoube, LLC, of Harrisburg, Pennsylvania, a contract to administer the Interstate TRS Fund, beginning a transition of fund administration from the National Exchange Carrier Association (NECA) to RLSA.
